Under amendments to the Bihar Social Media and Other Online Media Rules, 2026, eligible and empanelled creators can receive performance-based payments depending on the views their videos generate. The policy was approved as part of 13 proposals cleared by the Bihar Cabinet, chaired by Chief Minister Samrat Choudhary.
How much can creators earn from their videos?
Creators can receive ₹10,000 for every 1 lakh views generated by an eligible video. The payment is capped at ₹1 lakh per video, meaning a video reaching 10 lakh views could qualify for the maximum incentive, subject to the policy’s conditions and verification process. The view count will be assessed after the content has completed a 30-day performance period. The payment will also be subject to verification.
Who is eligible for the incentive?
The incentive is not automatically available to every social media creator. Creators will need to be empanelled with Bihar’s Information and Public Relations Department (IPRD) and meet the prescribed eligibility requirements. The amended rules also provide for verification of followers and social media accounts, pages and channels listed under the programme. The detailed notification from the IPRD is expected to provide further information about eligibility, verification and other conditions.
What kind of content will qualify?
The incentive is aimed at content related to Bihar government schemes, programmes, development projects and government achievements. The idea is to use the reach of social media creators to make information about government initiatives more accessible to citizens. Instead of relying only on traditional communication channels, the state will be able to use creators who already have established audiences on digital platforms.
Why is Bihar introducing creator-based payments?
Social media has become an important channel for reaching younger and digitally active audiences. By linking payments to video performance, Bihar is effectively creating a performance-based model for government communication. Creators with strong reach can potentially earn more when their content attracts higher verified viewership. For creators, this could also open a new category of brand-like opportunities: government information and public-service content.
What does this mean for creators?
The move could create a new earning opportunity for influencers, YouTubers and other digital creators in Bihar. However, creators will have to follow the government’s eligibility and verification requirements. The payment is also tied to verified performance rather than simply uploading a video. With the maximum incentive reaching ₹1 lakh for a single video, Bihar’s new policy could make government-focused content a more attractive area for creators while giving the state another way to communicate its schemes and initiatives online. The detailed implementation guidelines will be important, particularly around eligibility, empanelment, content requirements and how views are verified.
